Selling to WPAFB- 88th Air Wing

On Thursday, May 20, 2010, VOB108 had LTC Matt Stevens from the 88th Air Wing at WPAFB speak to the group about selling to the base. We’ve got his slide deck on Slideshare for you to review or download. It includes contacts, org charts, lists of what the Air Wing buys. Even though WPAFB is a major logistics center, the 88th Air Wing doesn’t buy aircraft or weapons systems- it buys the same things a city would buy.

WPAFB to shut down PIXS

Just received an announcement from WPAFB:

The PIXS web site is going to be decommissioned in the near future. Business opportunities at Wright-Patterson AFB that have been available through PIXS will now be available for viewing thorough the Federal Business Opportunities (FedBizOpps) web site at https://www.fbo.gov .Please visit the FedBizOpps web site and review their user manuals and videos under the getting started tab.

This is long overdue. The idea of every installation having their own contracting opportunities site and processes and procedures is outdated and inefficient.

Attention VOB & SDVOB Companies

VOB108.org feature speaker for the 11-Mar 2010 meeting will be Mr. Carl D. Hayden, Academic Dean for the Defense Acquisition University (DAU), Midwest Region.  Dean Hayden’s presentation will explain the mission and purpose of DAU.  He will also speak about Federal Procurement Certification, along with what procurement classes and instructions are available through DAU.  DAU offers not only formal classroom instruction, but Internet instruction as well.  All of which are available to government employees and government contractors throughout the Region.  Please come to the meeting to find out how to get this valuable information to your people!

The meeting will be held in the second floor conference room of the EMTEC/PTAC Building, 3155 Research Blvd, Dayton, OH 45420, from 12:00 Noon to 2:00 PM, Thursday, 11-Mar 2010.  Seating is limited and registration is required.  Please email your registration to XO@VOB108.org.  This is a Working Lunch meeting.  Pizza is available at $5/ person or bring a brown bag lunch.  Registration Deadline: COB, Wednesday, 10-Mar  2010.

Gotta love the Government: SDVOB verification visits

Just got an e-mail stating that the VA will be doing an “onsite examination of applicants for verification” and here is the rest of the text:

Your company applied to have the Center for Veterans Enterprise CVE verify its Veteran-owned status under Public Law 109-461. The Code of Federal Regulations, Part 38 Paragraph 74, authorizes CVE to examine ownership and control records to verify that businesses are eligible to participate in VA’s buying authority established under Public Law 109-461, Section 502 and 503.
The Center for Veterans Enterprise started conducting the onsite examinations this month September 2009. You should be prepared for a team of one or more examiners to visit your company to examine the necessary documents and records. The Team Leader will have a VA identification badge and a letter of introduction signed by the Director of the Center for Veterans Enterprise.

If you do not wish to participate in the onsite examination, you must officially notify the Center for Veterans Enterprise by the close of business September 18, 2009, by e-mail to VACVE@va.gov stating that your company is withdrawing its application for verification. The email must state the company name to be withdrawn, and be sent by and signed by the Applicant Company’s majority owner.

Procurement provisions contained in Section 8127 of Title 38, U.S.Code, as amended by Public Law 109-461, provide Veteran-owned small businesses VOSBs and service-disabled Veteran-owned small businesses SDVOSBs an option when registering their businesses in VIP be verified for ownership and control or self-represent. Businesses wishing to benefit from the U.S. Department of Veterans Affairs VA’s unique Veterans First Contracting Program under Section 8127 must agree to be verified. By applying for verification, you have elected to participate in this voluntary program.

As outlined under 38 CFR §74.28, “Personnel from the Department of Veterans Affairs, Center for Veterans Enterprise CVE and its agents, including personnel from the Small Business Administration, may examine records to ascertain the ownership and control of the applicant or participant.” In accordance with this authority, CVE has assigned its agents, as identified by their Department of Veterans Affairs identification badge, to examine records as part of this verification process. As such, they are provided with the expressed authority vested under CVE to examine such records as identified by statute in order to assist in determination of ownership and control requirements.

In general, as outlined in 38 CFR §74.20,
“A verification examination is an investigation by CVE officials, which verifies the accuracy of any statement or information provided as part of the VetBiz VIP Verification application process. Thus, examiners may verify that the concern currently meets the eligibility requirements, and that it met such requirements at the time of its application or its most recent size recertification. An examination may be conducted on a random basis, or upon receipt of specific and credible information alleging that a participant no longer meets eligibility requirements.”

“CVE may conduct the examination, or parts of the program examination, at one or all of the participant’s offices. CVE will determine the location of the examination. Examiners may review any information related to the concern’s eligibility requirements including, but not limited to, documentation related to the legal structure, ownership and control of the concern. As a minimum, examiners shall review all documents supporting the application, as described in 38 CFR §74.12. These include financial statements Federal personal and business tax returns personal history statements and Request for Copy or Transcript of Tax Form IRS Form 4506 for up to 3 years. Other documents, which may be reviewed include as applicable Articles of Incorporation/Organization corporate by-laws or operating agreements organizational, annual and board/member meeting records stock ledgers and certificates State-issued Certificates of Good Standing contract, lease and loan agreements payroll records bank account signature cards and licenses.“

Considering I can’t bid on anything with the VA bigger than $2,500 since we don’t have a GSA schedule, I find the whole thing kind of funny. The people who do have the GSA schedule for our NAICS code- just added it to a long list of other things they do. Please note- they ask to see IRS docs, tax returns, articles of incorporation- but not a single example of the kind of work we do on a daily basis.

That’s our government.

Aug meeting handouts

We had a solid turnout for Tom Norwalk of Miami Valley Marketing Group and Roxann Patrick of Designed Solutions Group.

Both speakers brought handy dandy handouts with information about government buyers and their experience with getting a GSA schedule. I’ve scanned them, and OCR’d them and uploaded for the benefit of all VOB108 members.

Check your CCR listing, NOW

Just in case you haven’t been to www.CCR.gov since Dec 31,2009- they changed their login from crazy TPIN to an account name. When they did this, it seems they also blew away my NAICS codes.

So, if you haven’t been there to update anything since last year- go now! Make sure your data is still intact- or reenter.

Just another way the Government makes it “easy” to do business.

After searching long and hard, found this on the GSA site:

The Multiple Award Schedule MAS Express Program, a specialized program established under the GSA Schedules Program, is designed to simplify, streamline, and ultimately accelerate the process for vendors to obtain MAS contracts also known as GSA Schedule and Federal Supply Schedule contracts. Under the GSA Schedules Program, GSA establishes long-term governmentwide contracts with responsible firms to provide customers with access to a wide variety of supplies products and services.

Participation in the MAS Express Program is open to all business concerns, regardless of size, that meet specific criteria for certain products and services. At the present time, offers accepted under the MAS Express Program are limited to a total of 500 products/labor categories under portions of the following GSA Schedules… (see site)

Pathway to Success

A prerequisite for participation in the MAS Express Program is the successful completion of the “Pathway to Success” education seminar. Vendors may attend either a live presentation or complete the web based presentation posted on the Vendor Support Center VSC under the “Vendor Training” tab. Pathway to Success is designed to assist prospective GSA Schedule contractors in making informed business decisions as to whether obtaining a GSA Schedule contract is in their best interests. The presentation provides background information on the GSA Schedules Program and encompasses a variety of other topics, including:
